International standards are set in 2003 by the Montreal convention (MC). At the moment it has been supported by more than 150 countries and regional organizations. Today, Russia is not a party to the Convention notwithstanding the availability of the Government decree on accession to it. One of the main MC membership advantages is air freight paperwork simplification.

General provisions contain recommendations on paperwork, safety requirements for baggage and passengers transportation, as well as flight participants’ responsibility.

In Russia civil air flights are subject to the provisions of Air laws and regulations basically coinciding with global standards. Today, introduction of international air freight standards is one of the most critical tasks for Russian airlines. In 2003, International Air Transport Association (IATA) approved the Operational Safety Audit Programme (IOSA) which is mandatory for all members of the Association. Russian security system does not fully meet international requirements. The airline should show compliance with 755 standards to pass the audit.
